they are still in shock tonight. you see here, clutching candles and each other. family and friends gathering to remember a santa clara county 911 dispatcher who was tragically killed in a head on crash, and news of her death still so raw. the crash happened this morning along highway 25, in gilroy. and as nbc's jocelyn moran reports, the 911 dispatcher was known for excelling at her job. hold on. i'll be your hope. i'll be alive tonight in hollister. friends, family and neighbors are remembering 35 year old priscilla jones. they gathered to honor her many, remembering her as outgoing, funny and an amazing mother. if she saw someone in need, she was one of the first people there to help. at around 1230 monday morning, jones was driving north on

highway 25 in gilroy when a 24 year old man driving in the other direction veered over the double yellow lines and slammed into her car head on. both of them died at the scene. jones was a 911 dispatcher for santa clara county. in 2019, she caught headlines after she was credited with talking to a woman who was homeless through her delivery of twins. natalie reynolds, who was at the memorial tonight, adopted the twins. she heard the baby's first breath and she's just my angel. she's the guardian angel. my twins. they had been friends ever since we went camping together. she was at our house the other day playing board games. she's an amazing person. she cares for everybody, works crazy hours and shifts to support the family and the business. jones and her family have churros in hollister, where flowers to remember her even if she was working dispatch, she made sure everything was set before. mike was always there on site, her husband and her kids as well, and any chance she got,

she was right there. neighbors and friends say she made sure the people around her were okay. organizers of tonight's memorial say they had 400 candles to give out. almost all of them were used. the amazing thing about priscilla is that she really cared about her community. people here tonight also sharing concerns they have about highway 25. the degree of the danger and the roads here in hollister. and so this is a huge concern. the chp isn't sure what caused the man's car to veer into oncoming traffic, and says the investigation is ongoing in hollister. jocelyn moran, nbc, bay area news. developing in san francisco a man is struggling to survive tonight after police believe he may have been stabbed on a muni bus. this happened just before 5:00 this evening near geary and 14th avenue in the richmond district. no word yet on how the victim is doing, but his injuries are described as life threatening. if you saw what happened, sfpd would like to hear from you. also this evening, it finally feels like

fall. we had wind. and look at this rain in many neighborhoods and more may be on the way as we head toward halloween. chief meteorologist jeff ranieri is here, and jeff, a lot of people have actually been waiting for this rain. yes, it's been a long time coming. we've had such a slow start and i can begin by telling you on halloween evening right now things are looking pretty good there for trick or treaters as far as it went. today we had some quick passing showers radars drying out now, but it was nice if you got some look at this. a 10th of an inch in danville. cotati nine hundredths of an inch. santa teresa 602 hundredths here in walnut creek and san ramon. so by tomorrow morning we begin with sunny skies, but it's going to be cold. have that jacket ou. temperatures down in the mid 40s, then beyond this. two different systems this week. wednesday night into saturday. so let me give you some quick headlines about this just to kind of give you an early view of it. so on and off chances this week wednesday into friday spotty chances second system on saturday morning. that's what we're looking good here for some

widespread rain. we'll talk more about this and cierra snow that's coming up here over the next 15 minutes. jeff thank you. we'll see you shortly. well, the finish line is now in sight. one week from tomorrow. we should know who will be our next president. you see, the white house there? there's a lot on the line at all levels. this is what it looked like outside the santa clara county clerk recorder's office. ballots being dropped off and processed a lot of activity late this evening. also tonight, a rare political boost that could impact a hotly contested bay area congressional race. governor newsom getting involved and endorsing evan low over sam liccardo. even though both are democrats. nbc's terry mcsweeney takes a look at what may be behind this unusual move. former san jose mayor sam liccardo and south bay assemblyman evan low, both want to go to washington to represent the people of district 16, which comprises part of santa clara county and the western half of

san mateo county. governor newsom today endorsing lowe, saying evan lowe embodies the very best of california values. we have worked shoulder to shoulder on some of our state's most pressing issues. evan's proven track record of delivering for bay area families makes him exactly the kind of representative cd 16 voters deserve in washington, and i've served ten years in the california state legislature, working with governor newsom and so many different areas in which we have passed policies in the state of california. and we also know when california goes, so goes the nation. nbc bay area political analyst larry gerston says the governor's endorsement is a bit of a shock. you rarely go ahead in an intra party contest and pick one, leaving the other out. i mean, it's sort of like an unwritten law if you will. christian says proposition 36th may have contributed to the governor's endorsement of lowe. i'm not in support. i refuse to go back to the era of mass incarceration. arrest does not mean incarceration. what we need is accountability. decision 2024 both candidates making their

positions known earlier this month when they went head to head in a town hall style debate here at our nbc studios, 36 is the tough on crime measure vehemently opposed by newsom and lowe, but supported by liccardo and gerston wonders if newsom will provide more than his endorsement. is he going to find a way to get lowe some money? for example, is he going to bring other endorsements to him? things like that can happen, although it's late in the game for that. liccardo campaign spokesman says sam is endorsed by the people and organizations serving this district, including the mercury news, san francisco chronicle, san mateo daily journal, palo alto daily post and hundreds of local leaders. because sam will deliver solutions for our local communities. a usc poll from last month of district 16 voters showed liccardo with an 11 point lead over lowe, but with nearly half the voters undecided. terry mcsweeney, nbc, bay area news. all right, terry, thanks. and with one week to go, 45 million americans have already voted their estimate. there estimates that 100 million will vote when

all is said and done. both presidential candidates are in the battleground states making their final pitches tomorrow. vice president harris will make a big speech. essentially, this will be her closing argument in washington, d.c. at the national mall. you are looking at the setup for the event. this is the same spot former president trump urged supporters to go to the capitol on january 6th. around 20,000 people are expected to attend tomorrow and today, she made several campaign stops in michigan. in the meantime, former president trump is set to deliver remarks to the press at mar a lago tomorrow. but tonight he was in georgia. it was his second campaign event of the day with a rally before supporters at georgia tech. can we gain any insight when it comes to those early voting numbers? so far, nbc is digging into the data of the 45 million ballots already cast, 42% are from registered democrats, 40% are from registered republicans. this race is so close that the presidential election will likely come down, as we've heard

for many weeks now, to seven battleground states. republicans have the early voting edge right now in nevada, arizona and georgia, while democrats are pulling ahead in pennsylvania, michigan and wisconsin. among the americans have already cast their ballots. president biden, there he is. he waited in line today at a polling place in delaware near his home. he later met with a group of first time voters. as the clock ticks down to decision day, it's important to plan your vote. we're here to help you just scan that qr code on your screen. it will take you straight to our online voter guide. it has everything you need to know about our local races. new at 11, taking a stand as we take a live look over oakland tonight, where a group of businesses plan to strike tomorrow. they're saying it's because of an ongoing problem with crime in the city. the strike is happening for the second year in a row, but this time it's a week before oakland mayor sheng thao faces a recall vote on election day. nbc bay area's pete suratos has more.

this surveillance video from september shows suspects breaking into the african caribbean market in oakland. the owner says the break in caused nearly $20,000 in damages, with the thieves stealing laptops and cash after ransacking the store. why am i paying all these taxes, all these fees? and you look around, it's just dirty and dingy and crime everywhere, and it's why she's taking part in a business strike tomorrow in oakland with fellow business owners unhappy about the city's handling of crime, organizers say it's a symbolic strike with participating businesses shutting down for a few hours. it's basically a call to action for folks that if they want to see an end to this crime wave, that they need to look at our leadership. but both state and city officials say that actions are being taken to address crime around oakland. governor gavin newsom credits the influx of chp officers assisting opd around the city in the past year, and

in just the past two months in oakland, chp has made more than 300 arrests, seized 600 cars and removed dozens of illegal guns. it's about sending a message that we're just not going to tolerate some of the behavior that we started to see, and earlier today, oakland mayor sheng thao announcing that oakland will be getting a $2 million grant from the biden-harris administration to address gun violence. the mayor says it will help the city continue to reduce gun violence with opd reporting a 33% reduction in the homicide rate compared to this time last year. this is not an accident, and i want to be very key about that. this is by design. it is direct results of the shift in our strategy under my administration. but for business owners on the receiving end of the crime, they hope city leaders can create long term plans when it comes to dealing with public safety. while i do appreciate the grant, i feel like we need more more than just

a one time solution. in oakland, pete suratos, nbc bay area news. a high end store in san francisco is picking up the pieces literally after someone tried to smash their way in. look at this. it happened at the louis vuitton store in union square around 430 this morning. police say suspects crashed a silver sedan into the front doors, but ultimately left empty handed. they didn't take anything. a patrol sergeant in union square saw it all happen. he also spotted other cars rolling in, presumably to help the burglary. but they all scattered as he turned on his lights and sirens. well, a new age in crime fighting drones are being used to avoid putting officers or the public's lives at risk. sfpd showing off the technology today. they launched the drone program a few months ago. officers are using it largely to find or track down car burglary suspects without the risk of a chase. mayor breed, who helped start this program, invited san jose's mayor and police chief to the demonstration. she says the technology has helped lead to

nearly 35% drop in crime. san jose mayor matt meehan plans to propose the drone use during the city's next budget cycle. getting there with eyes on the scene faster makes a lot of sense, and it's something i want, san jose to explore. we do use drones today, but we have not deployed them as a first responder. the way that san francisco has. san jose's new police chief, paul joseph, was also impressed today, as he says it would take some adjustments and changes to fit the drone program in his department. we're back in seconds with a violent carjacking outside an amtrak station in contra costa county. a mother and daughter's harrowing story. and the one thing that led police right to the suspect. and i'm chief meteorologist jeff ranieri. we talked about that rain chance for the bay area. look at the cierra snow. we could be in for 11in kingvale five in south lake tahoe, thursday to saturday and back with a closer look at those bay area rain totals in just a

few minutes. also, do you have any on your iphone yet? ai for the iphone. the technology that apple rolled out today. so what does it do exactly an ebony alert for a missing girl in the east bay. this is 12 year old amari hay. she was last seen around 8:00 last night in san leandro. chp alert says that

she's most likely on foot. anyone with information is asked to call 911. also tonight, an arrest after a shooting along a busy bay area freeway. chp says the shooting happened last month along interstate 80, in vallejo, east of tennessee street. witnesses reported seeing a man driving on the freeway firing a gun into the air. detectives launched an investigation, and they were able to identify victor hugo france jr. just last week. officers searched his house. they did arrest him. they also found a lot of guns and bullets, as well as drugs that officers believe francis jr. intended to sell. two women from idaho visiting the bay area for a funeral survived a terrifying attack last friday. the mom and daughter were in martinez. nbc's jodi hernandez has the details. at that moment, like i didn't think i was in any danger. i was right in front of the station. but this idaho woman quickly realized she was in grave dange.

the woman had just dropped off her brother at the amtrak train station in martinez friday morning, when a stranger jumped in the car and took off. the victims were in the process of removing some luggage from the back of the car. a unknown female at the time forcibly removed the passenger from the vehicle, jumped into the car, which was started and running at the time, and then drove off. her whole body, she was dangling out of the car and then eventually she got untangled and then she rolled a couple times on the street. the victim says her 75 year old mother, who was in the passenger seat before getting pushed out, was dragged several feet. she scraped and bruised all over her body. she didn't care that you know my mom was hanging out. she pushed her out. she kept on going, knowing that she's hanging halfway off the car and into the street. and she still kept going. she hadn't. she didn't care. the

suspect made off with all of the victim's belongings, including their phones, which eventually led to the suspect's arrest in walnut creek. she was using it the whole time, and the cops were able to ping the location of my phone. she's facing felony carjacking charges and being currently being held in the martinez detention facility. on a $315,000 bail. tonight, the victim is grateful she and her mother survived. they were in california for her father's funeral on thursday, already emotionally hurting. the attack was something they never saw coming. it's very scary. it's something that you only hear on tv. and on. i never thought it would happen to me. i was out of my car for just a couple seconds. living up here. there's just. there's no crime. and you don't hear of any of this stuff happening at all. and then, of course, we go down there and it happens. police say the suspect

had been denied a train ticket earlier in the morning for disruptive behavior. she now faces carjacking, elder abuse and resisting arrest charges. in martinez, jodi hernandez nbc, bay area news. pedestrian safety is a big concern in the bay area. in fact, there's been a record number of pedestrian deaths in the united states over the past couple of years. so peninsula congressman kevin mullin introduced a new bill in san mateo. today, it is called the driver and pedestrian safety act. it aims to address how or if technology and cars like touchscreen displays may be distracting drivers and contributing to pedestrian traffic collisions. the san mateo police chief was also there to discuss ways for pedestrians to keep themselves safe. mcdonnell says it's safe and is planning to bring back the quarter pounder after the e coli outbreak. remember, mcdonald's pulled the burger last week. the outbreak has sickened 75 people across the country and killed one.

mcdonald's believes it's linked to onions from a taylor farms facility in colorado. taylor farms, by the way, is headquartered in salinas. mcdonald's is confident, though it has removed all the contaminated products from stores. last night, the mcdonald's president posted this apology for those customers affected. you have my commitment that, led by our values, we will make this right. and it means also taking a moment to thank mcdonald's employees, franchisees and restaurant teams who have worked around the clock because of your work. this issue was quickly identified and contained. mcdonald's says it expects to put the quarter pounder back in stores sometime this week, but it will not be served with onions for the time being. bay area hospitals are feeling the fallout from hurricane helene that struck north carolina. many are now experiencing an iv fluid shortage due to flooding in north carolina caused by helene nearly a month ago. that

flooding forced the temporary shutdown of the plant, where 60% of the nation's iv fluids are produced. sutter health, which operates several bay area hospitals, says it's had to reschedule some non-urgent medical procedures because of the shortage. good samaritan hospital in san jose says right now it only has 40% of its usual inventory of iv bags, but it has not yet had to reschedule any procedures. all right, let's bring in jeff ranieri once again as we head toward halloween. and this was really cool to see a little rain today. oh, it was so nice. it's great to have the radar up and actually be tracking something here. since our rain season started on october the 1st. today was really the first day that many locations got in on any kind of measurable rainfall, and it was hit and miss at that. but nonetheless, yes, awesome to see a little something. radar is drying out right now. we'll stay with that dry trend tomorrow from this area of high pressure, bringing back some sunshine and then out here we have another system we're tracking that will have some rain chances for us. let me get you more details on that. and your microclimate

forecast and the big headline tomorrow morning, if i can help you out at all, is to make sure you have your jacket ready. go through your closet, find that. now, if you got to get up super early, around five, 6 or 7:00, most of the bay area is going to be down here into the 40s. 45 in the tri-valley, south bay at 47. we're also in the upper 40s for a lot of the east bay and the north bay right there at 42. so we started off cold. then as we head through the afternoon, it will be cool to mild for us. we're at 69 here in napa. 67 martinez, also upper 60s san jose to morgan hill, 67 palo alto and 64 in san francisco. so feeling like fall on your tuesday forecast. then as we hit midweek right into the weekend, we're looking at some rain chances from two different systems i'm tracking now. there's going to be the first one. it's going to move a little bit more off to the north, then a second one that moves over northern california, and that would have the better chance of some rainfall. so let me show you the timing on this. and i

think once we hit wednesday night, we could get into some scattered rain around 10:00 in the evening. again, doesn't look extremely heavy for us. then as we head through halloween morning here, we could get into some spotty rain by halloween evening. right now it's showing some dry weather for us, so i think it's okay at this point for trick or treating. as we head into friday's forecast. some spotty rain chances, and then the best bet so far to get in on some widespread rain would come on saturday morning, and then we should clear it out here as we head into sunday. so rainfall totals right now wednesday into friday. trace amounts to about 2/10 of an inch. with that spotty rain chance, nothing big at all. and then as we head into saturday morning, that's when we'd be in for a quarter to a half inch. today's really the first day the models have been picking up on this, so needless to say, i'm anxious to get some more data on this as we head through tomorrow. but right now, saturday morning looks like the best chance all week long. and so far we've saved halloween at this point, we're going to
